The Borough Manager, Glenn Eckhart, is the Chief Administrative Officer for the Borough of Catasauqua. He is responsible to council as a whole for the proper and efficient administration of the affairs of the Borough. He supervises and is responsible for the activities of all Borough departments, except those activities of the police department not delegated to him by the mayor.
 
The Manager is the personnel director of the Borough. He hires and when necessary, discharges all employees under his supervision. He prepares the annual budget and is responsible for its administration after Council adoption. He serves as the Purchasing Officer for Catasauqua, and sees to the preparation, award, and supervision of all contracts and franchises.
 
The Manager serves as the Secretary of the Borough. He attends all meetings of Council and its committees, prepares the agenda for each business meeting, and records the minutes in accordance with the Borough Code.

Mr. Eckhart is also the Borough’s Open Records Officer. He reviews and responds to all Open Records/Right To Know requests and provides a response to all requests. Open Records/RTKL forms are available under the Permits and Forms tab on the home page. Requests may be submitted by mail, fax, email (openrecords@catasauqua.org) or in person at Borough Hall. It is the Borough’s Policy to not respond to anonymous (as defined by OOR) Right to Know Requests.
