Police Records Request – Audio-Video Recordings ACT 22
Act 22 of 2017(opens in a new tab) (specifically Chapter 65A) applies to individuals seeking “any audio recording or video recording made by a law enforcement agency.”
Requests for audio and video recordings made by Law Enforcement Officials must be:
- Submitted in writing
- Received within 60 days of the date the recording was made
- Delivered by certified mail or hand-delivered to the Agency Open Records Officer (AORO)
You may appeal a denied request.
There are fees associated with granted requests and appeals.

Right To Know Law – Open Records Request
Who Can Obtain a Copy of a Police Report and/or Investigative Record?
Criminal and non-criminal investigative records and reports generated by, or in the possession of, the Catasauqua Borough Police are not subject to public access under the Pennsylvania Right to Know Law (RTKL), 65 P.S. §67.101 et seq.
Catasauqua Borough Police provide redacted report information to victims upon written request. The requests must be made by the victim, the victim’s attorney and/or the victim’s insurance representatives. A summation document indicating that you were a victim in an incident that was reported to the Catasauqua Borough Police Department will be prepared. The report information typically identifies the offense, time and date of occurrence, time and date the activity was reported, location of the activity and the name of the officers who responded to the call. Unless authorized by statute a record subpoena is required for access to investigative reports.
When to Submit Your Request
You may request a record any time after the incident; however, the record can take up to 15 business days before it becomes available.

POLICE Department – Right To Know – Open Records Requests
Police Chief John Wiseman is the Open Records Officer for the Police Department. He reviews and responds to all Open Records/Right To Know requests for Police Department information and provides a response to all requests. The Open Records/RTKL form can be found here. Requests may be submitted by mail, fax, email (information@catapd.org) or in person at the Police Department. It is the Borough’s policy to not respond to anonymous (as defined by OOR) Open Records Requests. The full Open Records Policy can be found here.
